The IC Site is where you actually play your character. Think of it as stepping into the universe. You, the player behind the screen, does not exist. Only your character and his actions are recorded.
Several administrative features and maintenance utilities, other out-of-character parts cannot be moved. They are useful in character creation and running the game. Think of them as ways to interface into the universe, a forum post is just a written way to express your character's actions. In time, other ways will become apparent as the community grows and develops.
